Treasury Confirms Full Disbursement of Capitation Funds to Public Schools

    The National Treasury has officially confirmed that it has completed the full disbursement of capitation funds to all public schools across Kenya, ahead of the second term of the 2025 academic calendar.  This announcement brings a measure of relief to school administrators and education stakeholders who have previously raised concerns over delayed or inadequate funding. According to the statement released by the Treasury, a total of Ksh 31.34 billion has been disbursed, covering both primary and secondary institutions. Of this, Ksh 4.74 billion was allocated to public primary schools, while Ksh 26.6 billion was directed to public secondary schools under the Free Day Secondary Education (FDSE) program.  These funds are crucial in supporting various operational needs including textbooks, laboratory equipment, examinations, and utilities. TSC Guidelines for Selecting Primary Headteachers and Deputy Headteachers.

The Teachers Service Commission (TSC) has provided to key areas as requirements under primary school headteacher and their deputy for consideration.

Also the commission has split the headteacher positions to two.

These are ;

1.HEAD TEACHER   REGULAR PRIMARY SCHOOL BASED UNDER  T-SCALE 10

2.HEAD TEACHER  SNE PRIMARY SCHOOL BASES UNDER   T-SCALE 10

PRIMARY HEADTEACHER APPOINTMENT REQUIREMENTS ( REGULAR SCHOOL)

Interested teachers to be appointed to this grade must be able in possession of the following or portray the following

  1.  served  as primary  school Deputy Head Teacher II ( TSC Scale 9)and have served for a minimum period of three (3) years
  2. Clear satisfactory rating in the performance appraisal process.
  3. An ability to supervise,to mentor as well as provision of  professional support to other teachers.
  4. All the key requirements of Chapter Six (6) of the Constitution
  5. Any other requirement as deemed by the Commission.

PRIMARY SCHOOL HEADTEACHER REQUIREMENTS FOR APPOINTMENT ( SPECIAL SCHOOL)

Qualified interested teacher candidates for appointment to this grade must have served or portray the following;

  1. Being a Deputy Head Teacher II (TSC Scale 9 ) and have served for a minimum period of three (3) years.
  2. Possession of at least a Diploma in Special Needs Education (shows  be in an area of specialty indicated).
  3. Portray satisfactory rating in the performance appraisal process.
  4. Specifical bility to supervise, to mentor as well as to provide professional support to other teachers.
  5. Able to meet the requirements of Chapter Six (6) of the Kenyan Constitution and
  6. Avail any other requirement which  Commission may deem very necessary.

TSC LATEST APPOINTMENT FOR DEPUTY HEAD TEACHER II (REGULAR PRIMARY SCHOOL) T-SCALE 9 REQUIREMENTS 

Those candidates to be appointed to this grade  this grade must portray these;

  1. Being a  Senior Teacher I ( T- Scale 8) and served for minimum period of three (3) years;
  2. Indicate satisfactory rating in the performance appraisal for teachers.
  3.  ability to supervise, to be a mentor and as well as provide professional support to other teachers.
  4. Able to avail all the requirements of Chapter Six (6) of the Constitution
  5. Ready to present any other requirement the Commission may deem necessary.

FOR TSC CONSIDERATION TO DEPUTY HEAD TEACHER II (SNE PRIMARY SCHOOL) T-SCALE 9 KEY REQUIREMENTS FOR APPOINTMENT

Those who are legible  for appointment to this grade as teachers must ;

  1. has been a  Senior Teacher I T- Scale 8 for serving for  a minimum period of three (3) years
  2. Have minimum  of a Diploma in Special Needs Education as per to  the area of specialty needed.
  3. Prove a satisfactory rating in the performance appraisal
  4. Portray ability to supervise, do mentor and provide professional support to other teachers
  5. Comply with the  the requirements of Chapter Six (6) of the Constitution
  6. Ensure compliance to the requirement of the Commission may deem necessary.

They are also expected to present a clearance certificate from Higher Education Loans Board (HELB) and also Present clearance application from Ethics and Anti Corruption Commission Clearance certificate from a Credit Reference bureau

It is also mandatory that they should present a tax compliance certificate from Kenya Revenue Authority.
